I've tried installing other themes and it works fine.
Some troubleshooting steps I've tried to do is reinstall Eclipse three times and it still happens. I also tried to drag and drop the files and putting in the website, !/install, and they all give errors.

Now I try to go to Help>Install New Software and try to install it that way by downloading the files and installing the files from Archive and it still says that no software could be found at this location. I have the latest Eclipse installed for neon 2 but whenever I try to install checkstyle 7.3.0 it would say that it is unable to do so. I had to format my mac and reinstall Sierra for some software issues, so I had to reinstall everything.
